The objectives of the 9-month implementation support mission are to know the performance of the project in the 9 months of the planning year and to give directions on how to fasten and speed up the implementation progress in the remaining project lifetime as well as in the coming two months of the year 2015. The welcoming speech was conducted by Dr Thomas and the opening was by Dr Buruktite Assefa World Bank TTL.

Accordingly, each of the project regions presented their achievements so far. The meeting is carried out in Addis Ababa in the Ellily meeting hall, focusing on the reports presented by regional coordinators and implementing partners. Due to different unfavourable circumstances, the field visit plan was cancelled so that it could be verified by field pictures, videos, and analysis reports derived from data collected using Kobo Tool data collection software. At the end of the presentation categories, discussions were held by World Bank groups and the project staffs came from regional project and federal coordination units’ participants. The following issues were raised as discussion points and agreed on:

  • It is critically important that all the procurement issues that are planned for this year be finalized within the remaining two months.
  • Infrastructures should be finalized in the remaining time, so it is advisable to complete the construction work as soon as possible and make the infrastructure ready for use.
  • Sources of inputs like feed and chickens should be facilitated by regional livestock sectors and flock into the constructed poultry houses as soon as possible. The same is true for red meat CIGs and Coops.
  • Discontinued and dysfunctional CIGs should be restored, and all possible conditions should be investigated to restore the CIGs.

In the last project lifetime, a total of 3277 common interest groups (CIG) transformed to 394 primary cooperatives, which are the 2nd level cooperatives, and by now all are working as cooperatives operating the selected four value chain commodities. In general, the project supported 10,383 basic subprojects, 394 intermediate subprojects and 39 advanced subprojects through gap-based investment in four intervention areas such as infrastructure, equipment, inputs, and training. These sub-projects have been benefiting 318,038 direct beneficiaries (31% female).  As a result, a total of ETB 3,464,774,029 and 108,954,274 in gross revenue were earned by CIGs and cooperatives, respectively. Therefore, by using the project seed money, a total of ETB 3,573,728,303 in gross profit was earned by these farmer organizations and used for dividends and capital to expand their investment.

Furthermore, presentation on Environmental and Social safeguard compliance report, procurement, fishery & Aquaculture master plan inception report ,M&E (GEMS,power BI,agreed action ,RFW) , Fiduciary performance report of the 9 months of 2015 EFY were presented and discussion was conducted on different issues raised by the participants.
